I found a hawk/raptor - is it a fledgling?

This month, all across the region, people are finding raptors that “seem to have an injury”, “cannot fly” or “have been in the same location for a long time”. In many of these instances, individuals have found fledgling raptors. Fledglings have left the nest before they are able to fly. They are learning to fly from the ground-up. They may appear awkward or confused. But, this is a normal developmental phase that all adult raptors have undergone.
